Handyman invoice requirements by state: CA, TX, FL
Handyman invoice requirements by state in California, Texas and Florida: what goes on the invoice, how each state taxes repair work, and the filing due dates.
What to take away
- Handyman invoice requirements by state come in two layerswhat the invoice must show the customer, and what the state revenue agency requires you to collect and file.
- State sales tax rules decide whether you add tax, and they differ in California, Texas, and Florida.
- Invoice line items are not set by one federal rule; state consumer law and your contract set the minimum detail.
- Due dates on the invoice are contract terms, but state sales tax filing due dates are fixed by the state.
- Skipping a state sales tax permit can lead to penalties and liens, not just late fees.
Who has jurisdiction over handyman invoice rules
A handyman invoice sits where state revenue rules, local district taxes, and private contract terms meet. The IRS independent contractor page explains how your status affects which forms you must issue. State agencies set the base sales tax rate. Cities and counties may add a district tax on top. A private payment platform or property manager may also require a specific invoice format. These three layers do not always agree.
Three layers of invoice rules
State
- Controls
- Sales tax
- Sets
- Base rate
- Cannot
- Fix line items
Municipal
- Controls
- District tax
- Sets
- Local option rate
- Cannot
- Forgive state tax
Private
- Controls
- Payment terms
- Sets
- Invoice format
- Cannot
- Waive district tax
Your contract may also set a handyman deposit percentage before you start work.
The state layer controls sales tax, not the line items a landlord requires. The municipal layer sets local option tax rates, while the private layer controls payment terms and what your customer expects to see.
That distinction matters because changing your invoice template cannot fix a tax issue. A city cannot forgive state tax, and a property manager cannot waive a county district tax.
What triggers a sales tax obligation
Sales tax obligations start with the type of work, not with the invoice. In California, repair and maintenance of real property is generally taxable. Texas does not tax separately stated labor for residential repair, but it taxes materials you transfer to the customer. Florida taxes most real property repair contracts unless an exemption applies. Check the state revenue agency before you assume.

The agency to check differs by state. In California it is the California Department of Tax and Fee Administration (CDTFA), which issues the seller's permit. In Texas it is the Texas Comptroller of Public Accounts, and the permit is applied for on Form AP-201, the Texas Application for a sales tax permit. In Florida it is the Florida Department of Revenue.
The rates differ too. Texas imposes a 6.25 percent state sales and use tax on all retail sales, leases and rentals of most goods, as well as taxable services, and cities, counties, special purpose districts and transit authorities can add up to 2 percent, for a maximum combined rate of 8.25 percent. The Comptroller's Sales Tax Rate Locator finds the rate for an address.
In Florida, the general state sales tax rate is 6%, and a county may add a discretionary sales surtax, which you compute on the return together with the state tax. Each business location registers to collect, report and pay sales tax, online or on the paper Florida Business Tax Application, Form DR-1. Returns are filed on Form DR-15, the Sales and Use Tax Return, and the county surtax rates are published each November on Form DR-15DSS. Florida also requires any person making taxable sales to state the sales tax separately on each customer's invoice, sales slip, receipt, billing, or other evidence of sale, and Florida sales and use tax returns and payments are due on the 1st and late after the 20th day of the month following each reporting period.
California adds its local taxes the same way: a base state rate applies statewide, and city, county and special district taxes stack on top, so the combined rate changes with the address. CDTFA publishes the current combined rate for each city and county, and that published figure is the one to use on the invoice.
A new taxable activity, not a one-time job, usually requires a sales tax permit. This distinction from your handyman tax deductions checklist matters at filing time.
A compliant handyman invoice lists the work in enough detail for a customer to understand what they owe. Include the service date, property address, a description of labor, and any materials you supplied. Add the quantity, unit charge, tax amount, and total. States differ on how that tax line has to appear — Florida requires the sales tax stated separately — so confirm the presentation rule with your state revenue agency before you send the first invoice.
Compliant invoice fields
- Service date
- Property address
- Description of labor
- Materials supplied
- Quantity and unit charge
- Tax amount and total
- Sales tax permit number
The IRS recordkeeping page describes the records your invoice should match. A standard invoice definition also includes line items, tax, and due date fields. If the scope changes after you start, use handyman change order forms before you add a line item.
California is the state where the paperwork itself is written into law for larger home repair work. The Contractors State License Board reminds contractors that Business and Professions Code sections 7159(d)(8) and (9) require a home improvement contract to carry a heading "Down Payment" with a space for the actual amount, and, where payments are scheduled, a schedule of payments showing the amount of each payment. Invoices for that work should match those contract lines.
How long approval takes after registration
Sales tax permit approval times vary by state. The process usually runs online. Follow these steps:
Sales tax permit approval times
- CaliforniaSeller's permit in a few business days
- TexasTax permit in two to three weeks
- FloridaSales tax certificate in a few days
California typically issues a seller's permit within a few business days. Texas usually assigns a tax permit within two to three weeks. Florida can issue a sales tax certificate within a few days. These are typical ranges, not guarantees. Your exact wait depends on the state's online system and whether your application needs review.
What happens if you skip a state sales tax rule
Skipping registration is not a paperwork error. It is uncollected tax in the state's view. Consequences are concrete.
In California, failure to register for a seller's permit can result in a 10 percent penalty on tax due plus interest, and the state can issue a levy on your bank account.
Texas may add a 5 percent penalty to unpaid sales tax and charge due-date interest, and Florida can file a tax warrant that becomes a lien on real property. That lien makes selling or refinancing a building hard, hitting your business directly.
A clean how to invoice process reduces missed tax fields but cannot erase past liability.

Invoice due dates come from your estimate or contract. No state sets a universal payment due date for private handyman work.
Sales tax filing due dates differ. California generally requires quarterly or monthly filing based on taxable sales. Texas commonly uses quarterly filing for small filers. Florida uses a monthly or quarterly cycle based on tax collected. Those due dates are filing deadlines, not customer payment deadlines.
The California and Texas dates are published:
- California.CDTFA assigns a filing frequency, such as quarterly or monthly, based on your reported or anticipated taxable sales. Quarterly returns are due on April 30 for January to March, July 31 for April to June, October 31 for July to September and January 31 for October to December. Monthly returns are due on the last day of the following month.
- Texas. The Comptroller tells you by letter, once your permit is approved, whether you file monthly or quarterly. Monthly reports are due on the 20th of the month after the reporting month. Quarterly reports are due on April 20, July 20, October 20 and January 20.
